On April 28, 1849, Sacramento’s first newspaper, the Placer Times, published its first edition in a small adobe building near the corner of 28th and K Streets, just east of Sutter’s Fort. Edward Kemble was the newspaper’s editor and was the former editor of the Alta California newspaper in San Francisco. On January 3, 1853, the Sacramento Daily Union newspaper published Mayor Champion Israel Hutchinson and George Gordon’s plans for a city waterworks building to help prevent any further fires in Sacramento, such as the conflagration that occurred the previous November. That fire burned 80 percent of the city in just a few hours.
