They can be acquired for three 88+ 4 Nations cards and any two 88+ cards. 88 overall 4 Nations Face-Off players can be had for any three 4NFO cards, 86 cards can be had for any three 84+ cards. There are four new 90 overall Fantasy players who will receive a +1 overall boost for every goal they score during the tournament.
